• I read your article in The Ottawa Citizen (2002-05-28) with great interest. I find the following paragraph intriguing.

  Ontario research institutions appear nearly as productive as their Massachusetts counterparts, generating almost as many invention disclosures (precursors to patents) per dollar spent on research.

• Could you please elaborate what you mean by "invention disclosures" and how they are measured? Specifically, are they the count of one or more of the following?
  • Disclosure Document (DD) filings to USPTO
  • Provisional Application for Patent (PAP) filings to USPTO
  • Formal Application for Patent (FAP) filings to USPTO
  • patent application filings to any country
  • non-disclosure documents signed
  • academic papers
  • ...
