• Congratulations for the proposed change to of the IEEE Code of Ethics. I just want to point out that proper English grammar calls for "not" before "to" as follows.

  INCORRECT
  "to treat fairly all persons and to not engage in acts of discrimination based on ..."
  CORRECT
  "to treat fairly all persons and not to engage in acts of discrimination based on ..."
