2018-08-20|PayPal's Transfer money

To transfer money from PayPal balance to my bank's chequing account, I clicked button "Withdraw money" and filled out the "From", "To" and "Amount" fields. When I clicked button "Continue", an error message showed up.

You've exceeded your withdrawal limit. Please increase the limit and try again.
Clicking hyperlink "increase the limit" led to the following message.

Congratulations! You have successfully lifted your withdrawal and receiving limits.
However, clicking button "Continue" from that webpage brought me back to PayPal's Dashboard. Subsequently clicking button "Withdraw money" results in the same situation with the same error message. What is going on? HELP!!!

A buyer is not happy with the product, so he requested a refund. Clicking hyperlink "Refund the buyer" on eBay.com gave me the following error message.

There was a problem sending your refund to the buyer. To try again or to see what's wrong, go to PayPal.
As instructed, I went to PayPal and clicked "Refund". Here is what I got on PayPal.com.

We can't process any refund at this moment due to technical reasons. Please try again later.
I tried later, again and again and again, only to find the same error message. What is going on? HELP!!!
